The globalization of drug abuse and the expansion of illicit traffic have been part of a trend that has lasted over two decades and has led to the questioning of the validity and appropriateness of the internationally agreed conventions and resolutions on drug control. This report, which is a supplement to the Report of the International Narcotics Control Board 1994, discusses some of the fundamental issues in relation to the success or failure of national and international policies and strategies and of the conventions. It should be read in conjunction with the report of the Board for 1994 and the technical reports on narcotic drugs, psychotropic substances and precursors and chemicals frequently used in the illicit manufacture of narcotic drugs and psychotropic substances.
