This issue of the Advanced Technology Assessment (ATAS) deals with the topic of environmentally sound technologies (ESTs). The purpose of this Assessment is to help policy makers and regulators to understand the role that publicly funded research and publicly owned technologies can play in the transfer and diffusion of ESTs worldwide. While there is a widespread recognition of the role that technological changes can play in ensuring a sustainable development path for all nations, the transfer of ESTs to developing countries has been remarkably slow.
