Urban Consensus is a review of the regional Plan of Action on Human Settlements adopted in 1995, aimed at projecting shared priorities on urban and housing policies for the coming millennium. The publication acknowledges the fact that, apart from the need for updating in the light of the most recent demographic, economic, political and social changes, the Regional Plan of Action seems to remain fully valid in its aim of achieving sustainable progress in human settlements by integrating a variety of development dimensions. Nonetheless, Urban Consensus, emphasizes its limited effectiveness due mainly by the vagueness with which it defines responsibilities for putting the plan into practice and by the way it envisages the follow-up mechanisms at the level of countries, subregions and the regions as a whole.
