The Report looks back at the organization's work and achievements during the year while also pointing at the future. Three prospects of transformation started in 2007: the transformation of climate change issue into a challenge of economic and political discussions; the transformation of the global economy into a Green Economy; the transformation of the UNEP to a more competent organization. Decisive and wide-ranging decisions need to be made on the overarching issue of climate change and the need to mainstream environment into poverty reduction and development strategies in order to meet the Millennium Development Goals.
