The Vienna Convention for the Protection of the Ozone Layer (1985) and the Montreal Protocol on Substances that Deplete the Ozone Layer (1987) are now recognized as very successful in preventing a global environmental catastrophe, which could have been caused by stratospheric ozone depletion. To date 185 parties have ratified the Ozone Treaties aimed at protecting the ozone layer. Both the Montreal Protocol and the Vienna Convention have been amended and adjusted several times in an effort to strengthen their provisions. This handbook incorporates all the adjustments, amendments and decisions of parties to both treaties up to the end of 2002. In addition, it gives valuable information on the implementation of these international environmental treaties and provides details of legal and policy actions taken by the world community to protect the ozone layer.
