The present report is submitted pursuant to General Assembly resolution 48/141 and focuses on developments since the sixtieth session of the Assembly, including in relation to implementation of my Plan of Action and the Strategic Management Plan of the Office of the United Nations High Commissioner for Human Rights (OHCHR), the establishment of the Human Rights Council and treaty body reform. This report should be read in the context of my report submitted earlier this year to the Commission on Human Rights and the Human Rights Council (E/CN.4/2006/10).
