This document contains conclusions and recommendations that were made by government officials, experts and representatives of international organizations, businessmen and women and representatives of NGOs at the Organization of Black Sea Economic Cooperation (BSEC) workshops on Small and Medium-Sized Enterprises (SME) related issues. This set of thoughts, fact findings and suggestions provide the basis of drafting more comprehensive government policies to strengthen the entrepreneurship and the SME-sector in the whole BSEC region. The document also contains the important SME policy guide entitled BSEC Declaration on “SMEs at the Dawn of the 21st Century”.
