The Republic of Moldova is a young nation struggling with the complex issues of state and people, private and public, urban and rural, national and foreign. The Human Development Report attempts to provide a yardstick of these issues, to measure the present status and perceptions and to recommend a possible way ahead. It takes a blunt analytical approach in discussing the following areas: building the fundamentals of a democratic state, human rights and social cohesion, the economy in transition and human development, social policies and infrastructure - a support for social cohesion.
