The report of the historic first session of the Assembly of States Parties to the Rome Statute of the International Criminal Court contains a series of important international agreements negotiated by the Preparatory Commission for the International Criminal Court from 1999 to 2002, which were identified at the Rome Conference as being necessary for putting into place the practical arrangements for the establishment and coming into operation of the Court. These instruments include, inter alia, the Rules of Procedure and Evidence, the Elements of Crimes, an Agreement on the Privileges and Immunities of the International Criminal Court, a draft Relationship Agreement between the Court and the United Nations, the Financial Regulations and Rules of the Court and a Budget for the first financial period of the Court. The Assembly also adopted a series of resolutions and decisions relating, inter alia, to the continuity of work in respect of the crime of aggression, the procedure for the nomination and election of the judges, the Prosecutor and Deputy Prosecutors of the Court and other issues. Presented as a single compilation of all the key instruments negotiated in the post-Rome period, the report is a necessary addition to any collection relating to the International Criminal Court, international criminal law, international humanitarian law or international human rights law.
