The message of this publication is that, Governments that seek to attract FDI (Foreign Direct Investment) and seek to benefit from the investment that they have attracted need to be proactive in their policy stance. This study was prepared at the request of the Government of Brazil to support its objective of increasing the inflow of FDI as part of a wider policy of accelerating the growth of the country's economy. Even though the study started in 1995, it is still useful as it contains many valuable lessons and insights for Brazil and for all countries wishing to improve the effects of their dealing with TNCs (Transnational Corporation). The study shows clearly the range of considerations that lead international investors to choose one location over another.
