Towards Full Participation and Equality of Persons with Disabilities in the ESCAP Region

Since the inception of the Asian and Pacific Decade of Disabled Persons, ESCAP has been conducting reviews of the progress in achieving the goals of the Decade, in particular, the implementation of the Agenda for Action. The Agenda for Action, and the strengthened targets developed at a 1997 review, have become effective tools for Governments in the ESCAP region to guide their policies and the implementation of programmes concerning persons with disabilities. The Decade of Disabled Persons will end in December 2002 and a regional exercise to measure achievements has begun. In assessing its achievements, there is a need to look and see what changes have taken place in the lives of people with disabilities in the Asian and Pacific region. This publication contains case studies to try to bring to life some of these changes. It is hoped that this publication will provide an avenue for sharing ideas and experiences and for disseminating examples of good practice towards the achievement of full participation and equality of persons with disabilities.
