The articles in this issue of Forum deal with the question of how to measure the nature and extent of various forms of criminal activity. There can be little doubt that providing reliable data on global levels of crime, not only specific legally defined types of crime, but also organized crime, corruption, terrorism and illegal trafficking, is the key to effective policy intervention. The articles largely reflect the ongoing work being conducted by the United Nations Office on Drugs and Crime in this respect.
