This study was prepared by a group of experts appointed by the Secretary-General pursuant to General Assembly resolution 33/91 I of 16 December 1978, following a decision by the General Assembly at its tenth special session, contained in paragraph 97 of its Final Document (resolution 5-10/2). It calls attention to the immense dangers and detrimental effects of the arms race. It analyses the connection between disarmament and international security and provides many useful insights. It also stresses that efforts towards disarmament and towards strengthening of international security can and must reinforce each other, so as to promote progress in both fields.
