The Energy Efficiency 2000 Project was set up to assist central and eastern Europe and CIS countries to enhance their energy efficiency ans security to ease the energy supply constraints of economic transition and to meet internatinal environmental treaty obligations. Along with policy reforms and increasing skills, new financing mechanisms are recognized as key elements of the market formation that needs to take place so that Central and Eastern Europe can accelerate the pace of economic transition. This publication will help project sponsors and investors alike to identify and work with the sources of finance for energy efficiency projects.
