Given the fact that Ireland was once one of the poorest countries in Europe but it has managed to become one of the richest and most globalized countries in the world, this case study seeks to show that certain success factors are universal and can be applied in any country provided the political will and resources are available to make them work. In the case of Ireland, these principles are outlined in detail in the main body of this report and may be summarized as followed: public strategy and design; internal organization; coordination; and implementation and oversight/evaluation.
