The subject of this book concerns the principles and rules of international law as they apply to the involuntary fragmentation of sovereign States. It is based on the results of the Conferences on Secession and International Law convened by the Consortium on International Dispute Resolution (CIDIR). The response to the problem of forceful secession so far has been “disaster management”. But what is needed is “disaster avoidance” to prevent deep bitterness and violence from the start. The authors examine the issues of legality and the aspiration to secede, as well as the appropriate means by which secessionist aims may be pursued or resisted.
