In presenting an analysis of the drug control situation worldwide, this report gives an extensive analysis of illicit drug abuse and the efforts to control it at the national and international levels. The 2000 Report takes a closer look at the issue of the excessive consumption of drugs under international control. The Report notes that although it is important to reverse the trend of 'medicalizing' social problems, it is equally important that the proper use of medicines should not be discouraged. It also addresses the operation of the international drug control system focusing on such areas as adherence to drug control treaties, cooperation with Governments and control measures.
