One recommendation that came out of the 1991 Seoul Plan of Action for Promoting Industrial Restructuring in the Asia Pacific region was to create a specialized facility for conducting dialogue among policy makers, private sector representatives and professional experts to promote industrial restructuring in the region. This publication discusses two main themes: emerging issues and concerns of importance for industrial restructuring in the Asian and Pacific region; and the policy framework for promoting industrial restructuring - the needs, form and suggested functions.
