Following the New York terrorist attacks of September 11th 2001, the issue of terrorists using weapons of mass destruction, in particular fissile materials, has been raised on numerous occasions. The continuing lack of control over tactical nuclear weapons means that there is a clear and present danger that these weapons may at some point end up in the hands of terrorists. In response to this concern, the Secretary General’s Advisory Board on Disarmamant Matters, UNIDIR, held two workshops to study the situation regarding tactical nuclear weapons. The workshops looked at issues of transparency, verification, control, legislation, terrorism, potential development of TNW and the link to concerns over nuclear testing. This volume is a collection of some of the papers that were presented at the New York workshop.
