This publication is the first recorded history of an environmental issue, published by the United Nations Environment Programme. It is an account of how many stakeholders – governments, scientists, industry, non-governmental organizations (NGOs) and the United Nations system – set aside their differences and joined forces to tackle a common and potentially catastrophic threat. This publication reviews the evolution of ozone treaties and discusses the following subjects: the science of ozone depletion, the diplomacy on this issue from 1974-2001, technology and business policy, the implementation and compliance with the Montreal Protocol, the media coverage surrounding the ozone layer, and the role of environmental NGOs.
