The aim of this publication is to present functional review as an efficient instrument for designing the effective structure of the central level of the state administration. It explains when the functional review is necessary to be accomplished and what its main use should be. This publication familiarizes readers with the methods and techniques of functional review and with the forms of its implementation. It will emphasize the factors which help ensure its efficiency and effectiveness. The theoretical parts of the publication will be complemented by the practical cases from countries that have already provided a functional review (Slovakia, Kazakhstan, Latvia, Bulgaria, Ukraine and Kyrgyzstan).
