The objective of this publication is to raise awareness in the international community to the problems that confront civil service in Africa. The first part of this study consists of the proceedings of the second Pan-African Conference of Ministers of Civil Service, and presents the text of the Rabat Declaration. The second part explores and explains the changing role and image of the public service in Africa through the presentation of technical papers dealing with new challenges, professionalism and ethics.
