Expanded Local Governments can and should transform state shrinking into positive state restructuring, but only if certain supporting conditions are present. A clear legal framework, independent revenue raising authority, the professionalization of local government management, genuine participation, and the flexibility to engage in a range of entrepreneurial (and para - entrepreneurial) activities are among the crucial requisites. National Governments, serious about effective decentralization, can help create these conditions. Then, and only then, is it sensible to expect local Governments to take on more significant responsibilities for meeting the economic and social needs of their people. This publication discusses the prerequisites and conditions for decentralization to promote Human Development.
