Today, after eight years of independence, the Republic of Moldova has come close to traditional democracies in terms of the organization of the state, public pluralism and individual liberties. However, the economic results of reforms are, unfortunately, very poor. The human costs of transition proved in many respects to be too high. The 1999 National Human Development Report for Moldova focuses on the questions that are at present most crucial to Moldova: transition, human development and human security. It examines, among other issues, globalization in the context of economies in transition; provides an estimation of the reforms' results in Moldova at the macroeconomic level and from the perspective of the population's social and economic security; individual responsibility and private initiative; human security - personal, food, education and health; and presents some elements of a policy for the future and strategies for sustainable human development.
