This volume, prepared by the Division for the Development and Codification of International Law of the Legal Department of the Secretariat of the United Nations, is the eighth in the United Nations Legislative Series, a systematic collection of those national legislative texts which deal with matters of international concern and constitute evidence of the practice of States in the field of international law. The purpose of this series is to fill a gap in international documentation by gathering together materials which are at present widely scattered and often difficult of access. The preparation of such a collection has been advocated by many official and unofficial bodies, and was recommended by the International Law Commission in its report of 29 July 1950. The content of this volume concerns the regime of the high seas, one of the three topics selected by the International Law Commission for early codification.
Ce volume, préparé par la Division du développement et de la codification du droit international au bureau juridique du Secrétariat de l'Organisation des Nations Unies, est le huitième de la Série législative des Nations Unies, une collection systématique de textes législatifs nationaux qui traitent de questions de préoccupation internationale et constituent la base essentielle de la pratique des Etats dans le domaine du droit international. Le but est de combler une lacune dans la documentation internationale en rassemblant des documents actuellement très dispersés et souvent difficiles d'accès. La préparation d'une telle collection a été préconisée par de nombreux organismes officiels et officieux, et a été recommandée par la Commission du droit international dans son rapport du 29 juillet 1950. Le contenu de ce volume concerne le régime de haute mer, l'un des trois thèmes sélectionnés par la Commission du droit international pour une codification initiale.
