This publication is intended to help the establishment and improve efficiency of joint bodies to facilitate transboundary water cooperation in the region, including floods protection. It provides: (i) a review of the current international legal basis for the establishment of joint bodies for transboundary water cooperation; (ii) an analysis of mechanisms for organization and activities of joint bodies, such as to coordinate actions to prevent floods; (iii) recommendations on developing cooperation, establishing and improving joint bodies in Eastern Europe, Caucasus and Central Asia (EECCA) countries.
