Water is the essence of life and is now clearly recognized as a fundamental human right. The provision of safe drinking water and proper sanitation was highlighted for priority action by the Committee on Environment and Natural Resources Development at its third session, held at Bangkok from 16 to 18 October 2001. The Committee noted with great concern that, although significant progress had been made in the water and sanitation sector over the previous decades, there are still hundreds of millions of underprivileged people without proper water-related services in Asia and the Pacific. The aim of this guide is to inform Governments at the ministerial and senior executive levels of the importance attached to water as a fundamental human right of the citizens of all nations and to facilitate the definition and implementation of practicable, affordable and sustainable strategies, policies and solutions that are replicable across the whole of each national scene.
