The Framework is a guiding tool for Governments to assess problems, bottlenecks and stages of the trade facilitation system. Intended to assist Governments to prioritize trade facilitation requirements as well as formulate trade facilitation policies and strategies, it covers the major stages of trade facilitation, including assessment of needs; establishment of a trade facilitation institutional structure; revision of trade and customs laws and regulations; simplification, standardization and harmonization of trade documentation and procedures; trade and customs enforcement; implementation of information dissemination; and application of information and communication technologies.
