Ways by which regional development cooperation can become a vehicle for broad-based development are analyzed in this study. The paper examines some of the existing regional cooperation mechanisms in Asian-Pacific countries, focusing on their efforts to enhance growth in the areas of trade, finance, information and communication technology and infrastructure. Policy dilemmas in managing globalization are discussed.
