The question of defining aggression has been under consideration within the framework of the United Nations since the earliest days of the organization. A Historical Review of Developments relating to Aggression was presented to the Working Group on the Crime of Aggression at the ninth session of the Preparatory Commission, in 2002. This paper provides an objective, analytical overview of the history and major developments relating to aggression before and after the adoption of the Charter of the United Nations. It reflects developments relating to aggression as of mid-2001.
