This study investigates the methodological challenges of analyzing the costs and benefits associated with arms control. The need for such a study has arisen because the cumulative increases in the cost of treaty compliance have impeded arms control implementation and contributed to its growing marginalization. In this publication, the issues are examined in detail. Background material on the rising costs of disarmament is provided and the methodological challenges of analyzing the costs and benefits of arms control are examined. Finally, this publication looks at the averted costs of arms control, namely arms racing, military expenditure increases, opportunity costs and the costs of war.
