The Russian Federation and most of the countries in Central Asia are richly endowed with energy resources sufficient to meet domestic needs and possible future export. However, dramatically increased energy prices have created social hardships and a need for energy conservation. This publication endeavors to provide suggestions for policy makers in the countries of the Commonwealth of Independent States with regard to development of policies and regulatory framework for promotion of energy efficiency. It is hoped that the points discussed in this publication will also provide some useful guidance on aspects of promoting energy efficiency in economies in transition.
