The global water cycle sustains all life on earth. Mankind has used water to its advantage and life has proliferated. The changes brought about by the use of water have been both beneficial and harmful. In 1990, the seriousness and common nature of many water crises became globally recognized. A series of international events took place, each of which progressively emphasized problems facing the water sector and a number of basic approaches to cope with these problems were identified. The global debate on sustainability gained formal currency in 1992, through the adoption of the Agenda 21 protocol. This report discusses the achievements toward Agenda 21 and looks at the Framework for Action which moves 'vision to action'.
