Following the development of the Trans-European Railway (TER) Master Plan the TER Steering Committee decided that a similar master plan should be developed to facilitate Member States' investment decisions in relation to high-speed rail services. This publication identifies the main parameters and requirements for the building of a high speed network and suggests those areas of the network that would be best suited for high speed rail operations based on demand projections prepared by the consultant. The main target of the Trans-European Railway (TER) project is to improve the quality and efficiency of transport operations, to assist the integration process of European transport infrastructure systems and to develop a coherent and efficient international railway and combined transport system in accordance with the United Nations Economic Commission for Europe (UNECE) Pan-European infrastructure agreements.
