It has been proposed that the assessment of the progress made in developing the foundation of the knowledge-based economy in the countries of the United Nations Economic Commission for Europe (UNECE) be carried out on the basis of a common benchmarking system. This guide recommends 19 different categories of indicators ranking each by the level of advancement. The categories are interdependent and mutually reinforcing and fall within the following groupings: network access, networked learning, networked society, networked economy and networked policy.
