Competent National Authorities under the International Drug Control Treaties

This directory lists the competent national authorities empowered to issue certificates and authorizations for the import and export of narcotic drugs and psychotropic substances, and to regulate or enforce national controls over precursors and essential chemicals. The legal bases for designating these authorities are the Single Convention on Narcotic Drugs of 1961 (article 18), the Convention on Psychotropic Substances of 1971 (article 16), and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 (article 12).

Criminal Justice Handbook Series

The Criminal Justice Handbook Series is a series of tools developed by the United Nations Office on Drugs and Crime (UNODC) to support countries in implementing the rule of law and the development of crime prevention and criminal justice reform. It can be used in a variety of contexts, including as part of UNODC technical assistance and capacity-building projects, both as a reference document and as a training tool.

Global Illicit Drug Trends

First released in 1999, this report is now prepared annually by the Research Section of the United Nations International Drug Control Programme (UNDCP), which is part of the Vienna-based United Nations Office on Drugs and Crime (UNODC). The report takes a statistical approach to assessing the status of world supply in and demand for illicit drugs. Based on data and estimates collected or prepared by Governments and UNDCP, as well as by other specialized agencies and international institutions, it attempts to identify trends in the evolution of global illicit drug markets. Reporting on a largely clandestine sector where information is by definition difficult to obtain, Global Illicit Drug Trends constitutes at present the most comprehensive published source of estimates and statistics on the global drug problem.

Global Study on Homicide

The Global Study on Homicide 2013 is based on comprehensive data from more than 200 countries/territories, and examines and analyses patterns and trends in homicide at the global, regional, national and sub-national levels. Such analysis is fundamental to understand the various factors and dynamics that drive homicide, so that measures can be developed to reduce violent crime. The Study provides a typology of homicide, including homicide related to crime, coexistence-related homicide, and socio-political homicide. The nature of crime in several countries emerging from conflict, the role of various mechanisms in killing, and the response of the criminal justice system to homicide are also analysed. A further chapter examines homicide at the sub-national level, and includes analysis at the city-level for selected global cities.

Manufacture of Narcotic Drugs, Psychotropic Substances and their Precursors / Fabrication de stupéfiants, de substances psychotropes et de leurs précurseurs / Fabricación de estupefacientes, de sustancias sicotrópicas y de sus precursores

On a country-by-country basis, this publication lists national manufacturers authorized by Governments to manufacture or convert specific narcotic drugs and psychotropic substances, as well as manufacturers of precursor chemicals. Along with the name of manufacturers, readers will find contact details and the name of narcotic drugs and/or psychotropic substances each manufacturer is authorized to produce. It also includes a global list of narcotic drugs and psychotropic substances actually manufactured or converted in the reporting year.

This annual publication provides technical information on the licit movement of the internationally controlled narcotic drugs. The relevant 1961 Convention establishes strict controls on the cultivation of opium poppy, coca bush, cannabis plant and their products, which, in the Convention, are described as narcotic drugs; (although cocaine is a stimulant drug rather than one that induces sleep). Control is exercised over 136 narcotic drugs, mainly natural products, such as opium and its derivatives, morphine, codeine and heroin, but also synthetic drugs, such as methadone and pethidine, as well as cannabis and coca leaf. The production and distribution of controlled substances must be licensed and supervised, and governments must provide estimates and statistical returns on the quantities of drugs required, manufactured and utilized and the quantities seized by police and customs officers.

Currently one hundred sixteen psychotropic substances are controlled under the 1971 Convention on Psychotropic Substances. Governments must provide statistical returns on manufacture, imports and exports of psychotropic substances to the  International Narcotics Control Board (INCB) on theforms supplied for that purpose. In addition, they should provide complementary information on psychotropic substances, based on recommendations of the Economic and Social Council. The controls foreseen under the 1971 Convention together with the additional controls required by the Economic and Social Council have significantly reduced the diversion of psychotropic substances. INCB publishes each year information on the licit movement of psychotropic substances in a technical publication .
