It is becoming increasingly evident that one of the keys to future global development is found in the area of governance reform. Better governance means greater citizen participation and increased public accountability. As a part of the movement to good and equitable governance, there has been a growing awareness of the importance of decentralization as a means to enable people to participate more directly in the decisions that shape their lives. This publication draws insights from the papers presented and the discussions, which took place at the Global Forum on Local Governance and Social Services for All, held in Stockholm, in May 2000. In conclusion, this paper strongly suggests that more imagination and innovation is needed in the world of local governance in order to successfully meet the challenge of providing citizens everywhere with a better life in the 21st century.
