This issue of the Social Policy Paper Series includes three papers. The first is an overview of regional implementation of the Copenhagen Declaration, primarily in the ESCAP Region. The second reviews current approaches to the concepts of poverty and vulnerability, particularly in the context of development assistance programmes initiated by major bilateral and multilateral agencies in the developing countries of the Region. The third paper discusses current approaches to social protection, analyzes issues related to targeting, risk management, displacement and financing, and offers some strategic options to enhance the promotion of social protection.
