This publication is an overview of three conferences on the theme of professionalism and ethics in the public service. Extensive coverage is presented in such subjects as: current issues in professionalism and ethics in the public service, cases in countries in transition (Central and Eastern Europe), cases in countries in adjustment (Africa), the Brazilian case. Although the conferences took place in different regions, the participants concurred on the central role of the state in the socio-economic development of their nations, the need to shift from a political to a managerial bureaucracy, and the importance of responding to citizens needs.
