To prevent the diversion of precursor chemicals for use in the illicit manufacture of drugs, governments must have adequate legislation in line with the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances as well as effective working mechanisms and procedures for information feedback between the authorities involved in the control of precursor chemicals. The International Narcotics Control Board in its report for 2003 examines actions taken recently and highlights both successful results shortcomings that have been identified. The report focuses on major international operations launched with the assistance of the Board. It is divided into four parts, which include: treaty adherence and reporting by governments; prevention of diversion; overview and analysis of illicit traffic; and the annexes.
