In the English-speaking Caribbean, the 1990s ended with mixed results in the area of economic and social planning. The outcomes of planning exercises have varied depending on what is understood by the planning process or the system in each country. This publication focuses on the monitoring and evaluation of plans, programmes and projects as the fundamental duty of a results-oriented, public management model, and the establishment of a system of performance indicators in the English-speaking Caribbean. It promotes an awareness of the potential role of policy/programme evaluation in improving public sector decision-making in the English-speaking Caribbean.
