Governments and societies alike have sought new ways of adapting to shifting circumstances and tackling the many challenges that have arisen. One of the many expressions of that adaptation process has been renewed interest in the potential of intraregional cooperation. This study which will stimulate much debate is divided into three parts: the first explores the relationship between multilateralism and regionalism; the second examines the foundations of open regionalism; and the third analyzes the mechanisms, instruments, policies and institutional arrangements which in the Secretariat's view will enable countries to make further progress in implementing existing integration agreements.
