This report draws on the papers and deliberations of the Conference on Human Rights for Human Development held in 1998 in Yalta, Ukraine. The Conference marked the fiftieth Anniversary of the Universal Declaration of Human Rights and examined where progress has been made in the region, where further advances are needed and how human rights goals can be achieved more rapidly and effectively in Europe. The areas of coverage include: the development of rights in central and eastern Europe, the Baltic States and the Commonwealth of Independent States; Minorities in a decentralized environment; and protection of those who cannot protect themselves: the case of Ukraine.
