About the product
This publication is made up of a series of papers that attempt to define the nature and essence of leadership, paying special focus on the institutional and legal framework within which critical public service leadership roles must be performed. It examines the challenges to public service leadership associated to globalization, state and public administration reform, popular participation, religious conflict, ethnic diversity and technological change. It also discusses ways of enhancing leadership capacity to meet the challenges of public sector transformation and poverty reduction.
