This Handbook helps develop training courses in civil registration and vital statistics systems. It consists of twenty-three training modules that can be presented in approximately one hour each. The modules cover the basic elements, principles, concepts, definitions, and techniques recommended by the United Nations for the development, implementation, operation, and maintenance of reliable civil registration and vital statistics systems. The annexes contain references that may be used as supplementary material to help tailor courses to a particular target group. It is hoped that senior officials from civil registration and vital statistics attending this training will be able to replicate these lessons to audiences in their own countries and regions.
