One lesson that can be learnt from the Asian experience is that a country's development and international competitiveness are closely linked to the capabilities of its Small and Medium-sized Enterprises (SMEs). This handbook, based on the experience of Asian countries with respect to SMEs and their Foreign Direct Investments (FDIs), delineates policy options and measures through which developing countries can draw upon FDIs by SMEs to foster their own growth and development. It analyses, in terms of FDI, the role and behaviour of SMEs, examines policies, provides a framework for assessing policy options with respect to their benefits and costs, and outlines practical steps to help governments formulate and implement measures to attract flows of investments and technology from foreign SMEs. The Handbook also examines avenues for international cooperation.
