This publication provides an analytical framework for international consideration of the issue on fisheries subsidies, trade and the environment. It views natural resource subsidies in economic theory and examines the mechanisms by which they contribute to environmental degradation. The publication also shows how fisheries subsidies affect fish stocks, analyzes the different types of subsidies to the fish harvesting sector and discusses the problem of estimating global fisheries subsidies. Ultimately it presents three case studies and their impacts in terms of the over exploitation of fish stocks. It examines the impact of fisheries subsidies on global trade in fish products and the treatment of such subsidies in the existing trade regime. The final section discusses three possible approaches to creating new international norms governing subsidies that support fishing overcapacity.
