This report examines the factors that have affected the flow of capital from developed countries to the emerging economies of Latin America and Asia, in recent years. It is divided into three parts. Section 1 discusses the role played by demand and supply in explaining capital flows and their macroeconomic effects. Section 2 focuses on capital flows, bank regulation, fiscal, monetary and exchange rate policies, and their implications for the sustainability of macroeconomic balances. Section 3 presents selected policy implications.
