This report has been written at a moment when the international trade in textiles and clothing is being reshaped after the conclusion of the lengthy Uruguay Round Negotiations at the end of 1993. Once the quantitative restrictions of the trade have been gradually phased out over a transition period of ten years(1.1.1995- 31.12.2004) as stipulated in the Agreement on Textiles and Clothing (ATC) the trade will eventually be integrated into the rules of GATT, which apply to international trade in goods. This report will help producers/exporters of cotton yarn and cotton gray fabrics in developing countries and economies in transition to better understand the recent and forthcoming changes in international trade in light of the new multilateral trade system.
