Kenya has suffered from what has been called the worst drought in living memory caused by the continuous failure of rainfall from October 1998 to date. This caused a severe water shortage that affected the agricultural and industrial sectors and resulted in acute human suffering and, animal and vegetation devastation. While it is not possible to control the occurrence of drought, its effects can be minimized by protecting natural resources, which will sustain communities for the duration of the drought. This publication identifies the challenges and opportunities that the Government needs to address and makes some recommendations is this regard.
